I am using Boinc 6.12.33 and TThrottle 3.41.
TThrottle does not throttle cpu workload, 4 core temps are staying still. (57-59celsius)
I have a rule that is supposed to throttle the cpu when it's temp reaches >54.

Update to 4.20 or 4.30 the last one is the best option, even as it's a Beta.

Don't use rules for regulation.
In the first tab set a CPU and GPU temperature in the second and fourth field.

Check Auto active and you are set.
In the BOINC Tab, make sure the "Connect with BOINC client" is checked.

Remove the rules, or set them at least +10C above the set temperature.

If you still got problems, please post the log tab, as it's shown just after startup.
