I just installed Boinc 7.6.22(x64) on a clean windows insider build 14372 and the most processor the program will use is 6-8% per logical processor @ 750 - 1000 MHz (Intel(R) Core(TM) i5-4300U CPU @ 1.90GHz, 2501 MHz, 2 Core(s), 4 Logical Processor(s)) on a Surface 3 Pro. Wondering if anyone else is running pre release Windows 10 builds and having similar issues. Previous builds seem to have run correctly.

Think W10 needs at least 7.6.29, which has a number of W10 fixes. I''m running W10 insider fast ring... 14371, and ready to apply 14372.

There's a huge number of background processes run by W10, and seemingly poor compatibility with for instance Avast [overzealous Avastsvc.exe sometimes eating 2 full cores on my quad] that make the BOINC performance to go down the tube. On W7 and W8.1 I routinely have > 99 to > 99.5% efficiency [ratio elapsed to cpu time], on W10 I barely get 95%, and that is hibernating the device instead of shutting down. Do latter and the whole housekeeping show starts from the beginning on power up... with hibernation this does not seem to get kicked off.

6-8% of a logical core [as shown in the task manager], needs multiplying by the number of logical cores to get the per-core % utilization by BOINC. On my quad that is 20-24% of total or 80-95% per core.
